SAN FRANCISCO (KRON) -- There are major delays on BART Wednesday due to a person in the Transbay Tube, BART said on social media. BART service is impacted in the SFO, Millbrae, Daly City and East Bay directions. The red, yellow, blue and green lines are affected. Trains headed to the East Bay are being turned back at the Embarcadero station. Transbay commuters are being advised to get across the bay on a ferry or bus. BART first posted about the delay just after 5 p.m. BART police are at the scene inspecting the tube.Blue line trains are running between Dublin and MacArthur, BART said. The red and green lines are not running. Those traveling within the East Bay are asked to use the orange line. This is a developing story. (KRON) -- Flaring has been reported Wednesday evening at the Martinez Refinery, the Martinez Refining Company announced in a Facebook post. The refinery says all appropriate agencies have been notified. Martinez Refinery announced the flaring in a Facebook post at 4:53 p.m. Company officials did not give a timeline for when the flaring will be resolved. The lawsuit alleges the refinery has created a "public nuisance" by releasing chemicals into the surrounding neighborhood. The City of Kingston have confirmed that Kingston City Hall will open on Thursday and return to operation as normal.City Hall was suddenly closed on Tuesday afternoon, and remained closed with little information shared with the public outside of the matter being deemed a “security concern”.
